মার্কিন পররাষ্ট্র দপ্তরছবি: ফেসবুক থেকে নেওয়া
ডিজিটাল নিরাপত্তা আইন পরিবর্তনের বিষয়ে বাংলাদেশ সরকারের সিদ্ধান্তকে স্বাগত জানিয়েছে যুক্তরাষ্ট্র। তারা একই সঙ্গে সংশ্লিষ্ট অংশীজনদের নতুন সাইবার নিরাপত্তা আইনের খসড়া পর্যালোচনা-মতামত প্রদানের সুযোগ দেওয়ার আহ্বান জানিয়েছে।
গতকাল সোমবার ওয়াশিংটনে মার্কিন পররাষ্ট্র দপ্তরের নিয়মিত ব্রিফিংয়ে এ বিষয়ে একটি প্রশ্ন করা হয়। প্রশ্নের জবাবে মার্কিন পররাষ্ট্র দপ্তরের মুখপাত্র ম্যাথিউ মিলার বাংলাদেশ সরকারের মন্ত্রিসভার গতকালের বৈঠকে নেওয়া সিদ্ধান্তকে স্বাগত জানান।
মন্ত্রিসভার বৈঠকের সিদ্ধান্ত অনুযায়ী, ডিজিটাল নিরাপত্তা আইন নামে দেশে কোনো আইন আর থাকছে না। এই আইনে বেশ কিছু পরিবর্তন এনে ‘সাইবার নিরাপত্তা আইন’ নামে নতুন আইন করা হবে। তবে এত দিন ডিজিটাল নিরাপত্তা আইনে যেসব মামলা হয়েছে, সেগুলো বহাল থাকবে।
মার্কিন পররাষ্ট্র দপ্তরের ব্রিফিংয়ে প্রশ্ন করা হয়, ডিজিটাল নিরাপত্তা আইন সংস্কার করতে যাচ্ছে বাংলাদেশ সরকার। দীর্ঘদিন ধরে যুক্তরাষ্ট্র আইনটি নিয়ে বেশ সমালোচনা করে আসছে। এ বিষয়ে (নতুন আইন) যুক্তরাষ্ট্রের কি কোনো মূল্যায়ন আছে? এটি নিয়ে তারা (বাংলাদেশ) কী ভাবছে, যুক্তরাষ্ট্র কী ভাবছে?
জবাবে ম্যাথিউ মিলার বলেন, ডিজিটাল নিরাপত্তা আইন বদলের বিষয়ে বাংলাদেশের মন্ত্রিসভার সিদ্ধান্তের খবরকে তাঁরা স্বাগত জানান। তাঁরা আগেই বলেছেন, ডিজিটাল নিরাপত্তা আইনটি সমালোচকদের গ্রেপ্তার, আটক ও চুপ রাখার জন্য ব্যবহৃত হয়ে আসছে। আইনটি সংস্কার, মতপ্রকাশের স্বাধীনতা রক্ষায় বাংলাদেশ সরকারের দীর্ঘদিনের অঙ্গীকারকে তাঁরা স্বাগত জানান।
মার্কিন পররাষ্ট্র দপ্তরের মুখপাত্র আরও বলেন, ‘আন্তর্জাতিক মানদণ্ড পূরণ নিশ্চিতে সংশ্লিষ্ট সব অংশীজনকে খসড়া আইনের পর্যালোচনা ও মতামত জানানোর সুযোগ দিতে আমরা বাংলাদেশ সরকারকে উৎসাহিত করি।’
