থমকে গেছে ‘ই-কমার্স’ প্রতারণা মামলাগুলোর তদন্ত। এই সুযোগে নানা কায়দায় ফের সক্রিয় হয়ে উঠছে প্রতারক চক্র। কৌশল হিসেবে এমটিএফই (মেটাভার্স ফরেন এক্সচেঞ্জ), সি-ফাইন্যান্সসহ নতুন নতুন নামে ই-কমার্সভিত্তিক প্রতিষ্ঠান খুলে প্রতারণা চলছে। সংশ্লিষ্টরা বলছেন, গত ৫ বছরে অর্ধশত প্রতিষ্ঠান ই-কমার্সের ফাঁদে ফেলে গ্রাহকদের কাছ থেকে অন্তত ১০ হাজার কোটি টাকা হাতিয়ে নিয়েছে। এদের মধ্যে প্রতারণার শিকার ১ হাজারেরও বেশি গ্রাহক।
বাণিজ্য মন্ত্রণালয়ের হিসাব অনুযায়ী, সারা দেশে ২৪টি ই-কমার্সভিত্তিক প্রতিষ্ঠানের বিরুদ্ধে প্রতারণার অভিযোগ রয়েছে। এসব প্রতারণার ঘটনায় সারা দেশে ১০৫টি মামলা হয়েছে। মামলায় প্রতারিত গ্রাহকদের অভিযোগ অনুযায়ী ১০ হাজার কোটি টাকা প্রতারকরা আত্মসাৎ করেছে। তাদের বিরুদ্ধে মানি লন্ডারিং আইনে ১১টি মামলা হয়েছে। এই মামলাগুলোর মধ্যে মাত্র দুটি মামলার চার্জশিট দেওয়া হয়েছে। বাকি ৯টি মামলার চার্জশিট এখনো দিতে পারেনি তদন্তকারী সংস্থা সিআইডি ফাইন্যান্সিয়াল ক্রাইম শাখা। এসব মামলার মধ্যে রাজধানীর গুলশান থানায় ই-অরেঞ্জের বিরুদ্ধে হওয়া সবচেয়ে বড় অঙ্কের ২৩২ কোটি ৪৩ লাখ ৩ হাজার ৭৮৬ টাকার মানি লন্ডারিংয়ের মামলার অভিযোগের সত্যতা পেয়েছে তদন্তকারী সংস্থাটি। সিআইডির অর্গানাইজড ক্রাইম বিভাগের উপ-মহাপরিদর্শক কুসুম দেওয়ান বলেন, আসলে এসব মামলার তদন্ত অনেক তথ্য- উপাত্তের প্রয়োজন হয়। আমরা আমাদের কাজটি করে যাচ্ছি। তদন্তের কাজ শেষ হলেই চার্জশিট দেওয়া হবে। এক প্রশ্নের জবাবে তিনি বলেন, আসলে সিআইডির কাজ হলো মামলার তদন্ত করা। বর্তমানে কিছু প্রতিষ্ঠানের সন্দেহজনক কর্মকাণ্ডের বিষয়টি আমাদেরও নজরে এসেছে। উচ্চ পর্যায়ের মিটিং হলে আমরা আমাদের অভিমত জানাব।
সিআইডি সূত্র বলছে, ই-অরেঞ্জ প্রতিষ্ঠানটির মূল প্রতারক পুলিশের চাকরিচ্যুত ইন্সপেক্টর শেখ সোহেল রানা পলাতক থাকায় এই মামলার চার্জশিট দিতে বিলম্ব হচ্ছে। সিআইডির তথ্য অনুযায়ী সোহেল দুবাইয়ে অবস্থান করছেন।
সিআইডির মানি লন্ডারিং মামলার তদন্ত শাখা ফিন্যানসিয়াল ক্রাইম ইউনিটের একজন কর্মকর্তা বলেন, ই-কমার্সভিত্তিক প্রতিষ্ঠানগুলোর বিরুদ্ধে মানি লন্ডারিং আইনে হওয়া ১১টি মামলার মধ্যে দুটি মামলার চার্জশিট দেওয়া হয়েছে। এসপিসি ওয়ার্ল্ড এক্সপ্রেস নামে একটি প্রতিষ্ঠানের বিরুদ্ধে ১ কোটি ১৭ লাখ টাকার মানি লন্ডারিং মামলার চার্জশিট দেওয়া হয়েছে। এতে এসপিসি ওয়ার্ল্ডের ব্যবস্থাপনা পরিচালক আল আমিন, তার স্ত্রী ও প্রতিষ্ঠানটির পরিচালক সারমিন আক্তার এবং পরিচালক ইসহাককে অভিযুক্ত করা হয়েছে। এ ছাড়া ২৪টিকেট লিমিটেড নামে একটি প্রতিষ্ঠানের বিরুদ্ধে গ্রাহকদের ৪ কোটি ১৭ লাখ টাকা অবৈধভাবে স্থানান্তর করে অন্য ব্যবসায় বিনিয়োগ করার অভিযোগ এনে চার্জশিট দেওয়া হয়েছে।
ই-কমার্স প্রতিষ্ঠান ধামাকার বিরুদ্ধে ২০২১ সালের ৯ সেপ্টেম্বর মানি লন্ডারিং প্রতিরোধ আইনে বনানী থানায় মামলা হয়। তাদের তিনটি প্রতিষ্ঠানের বিরুদ্ধে ১১৬ কোটি ৬৮ লাখ টাকা লন্ডারিংয়ের অভিযোগ আনা হয়। সিরাজগঞ্জ শপ ডটকমের বিরুদ্ধে ৪ কোটি ৯ লাখ টাকা, আনন্দের বাজারের বিরুদ্ধে ৩১৫ কোটি ৫৯ লাখ, আকাশ নীল ডটকমের বিরুদ্ধে ৩ কোটি ৫৫ লাখ, রিং আইডি বিডির বিরুদ্ধে ৩৭ কোটি ৪৯ লাখ, আলিফ ওয়ার্ল্ড মার্কেটিংয়ের বিরুদ্ধে ৭৮ লাখ ৮৮ হাজার, দালাল পঞ্চাশ ডটকমের বিরুদ্ধে ৪১ কোটি ৭ লাখ এবং থলায় ডটকমের বিরুদ্ধে ৪ কোটি ৯৪ লাখ টাকা মানি লন্ডারিংয়ের অভিযোগ আনা হয়েছে।
সম্প্রতি ই-কমার্সভিত্তিক প্রতিষ্ঠানের সবচেয়ে বড় ধরনের প্রতারণার অভিযোগ আসা এমটিএফই (মেটাভার্স ফরেন এক্সচেঞ্জ) নামে দুবাইভিত্তিক প্রতিষ্ঠানের বিরুদ্ধে এখনো কোনো মানিলন্ডারিং আইনে মামলা হয়নি। এই প্রতিষ্ঠানটি অবৈধ ক্রিপ্টো কারেন্সির (বিট কয়েন) মাধ্যমে অন্তত ১০০ কোটি ডলার প্রতারণা করেছে। মাত্র ছয় মাস ভার্চুয়ালি ব্যবসা করে সারা দেশ থেকে প্রায় ১০ হাজার কোটি টাকা প্রতারণা করার অভিযোগ পেয়েছে।
এমটিএফই অ্যাপস দুবাইভিত্তিক একটি অনলাইন প্রতিষ্ঠান। বাংলাদেশে ভার্চুয়ালি এমএলএম কোম্পানি এমটিএফই চালু করেন কুমিল্লার বাসিন্দা মাসুদ আল ইসলাম। তবে গত ১৬ আগস্টের আগেই মাসুদ আল ইসলাম দুবাই পালিয়ে যান। এ ঘটনায় সারা দেশে এমটিএফইর বিরুদ্ধে ছয়টি মামলা করেছে প্রতারিত গ্রাহকরা। এ ছাড়া আলিশা মার্টের নামে কয়েক শ কোটি টাকার প্রতারণার অভিযোগে বনানী থানার মামলাটি সিআইডি তদন্ত করছে। ই-ভ্যালি নামে ই-কমার্সভিত্তিক প্রতিষ্ঠানের বিরুদ্ধে হওয়া ডিজিটাল সিকিউরিটি আইনের মামলায় প্রধান আসামি মো. রাসেল উচ্চ আদালতের নির্দেশে জামিনে মুক্তি পেয়েছেন। এই প্রতিষ্ঠানটির বিরুদ্ধে এখনো মানি লন্ডারিং আইনে মামলা হয়নি।
