ই–কমার্স প্রতিষ্ঠান: সব গ্রাহক এখনো টাকা ফেরত পাননিই–কমার্স প্রতিষ্ঠান, অভিযুক্ত প্রতিষ্ঠানের সংখ্যা বাড়ছে। ২০২১ সালের ৩০ জুনের পর গ্রাহকদের পাওনা দাঁড়িয়েছে ৫৩০ কোটি টাকা।
কোনো কোনো ই–কমার্স প্রতিষ্ঠান ফেরত দিয়েছে আংশিক টাকা, কোনোটি এক টাকাও ফেরত দেয়নি। আবার কোনো প্রতিষ্ঠানের কাছে পরিপূর্ণ হিসাবই নেই। অর্থাৎ প্রতিষ্ঠান জানে না তার কাছে গ্রাহকেরা কত টাকা পাবেন। কোনোটির সব সম্পত্তি জব্দ করা আছে আদালতের নির্দেশে। এ ছাড়া কোনো কোনো প্রতিষ্ঠান গ্রাহকদের কাছ থেকে টাকা নিয়ে পণ্য না দিলেও সেই টাকা আটকে আছে তৃতীয় পক্ষ বা পেমেন্ট গেটওয়ের কাছে।
বাণিজ্য মন্ত্রণালয়ের কেন্দ্রীয় ডিজিটাল কমার্স সেল বাংলাদেশ ব্যাংক থেকে তথ্য নিয়ে এ ধরনের ৩২টি ই–কমার্স প্রতিষ্ঠানের একটি তালিকা তৈরি করেছে। গতকাল বৃহস্পতিবার পর্যন্ত এসব প্রতিষ্ঠানের কাছে গ্রাহকদের পাওনা ছিল ৫৩১ কোটি টাকা। এর মধ্যে গ্রাহকেরা ফেরত পেয়েছেন ৩৮২ কোটি টাকা।
বাকি ১৪৯ কোটি টাকার জন্য এখনো গ্রাহকেরা ঘুরছেন। উপায় না পেয়ে তাঁরা বাণিজ্য মন্ত্রণালয়ে আবেদন করছেন। কেউ কেউ সরাসরি যোগাযোগ করছেন ই–কমার্স প্রতিষ্ঠানে। এমনকি গেটওয়ে প্রতিষ্ঠানগুলোতেও ধরনা দিচ্ছেন কিছু গ্রাহক। কিন্তু সব মিলিয়ে প্রতিকার মিলছে সামান্যই।
‘এ টাকা নিয়ে আমরা বিরক্ত। আসলে ইভ্যালির গ্রাহকদের যে টাকা আটকে আছে, তা ফেরত দেওয়ার যথাযথ জায়গা পাচ্ছি না।’
তানভীর আহমেদ, নগদের ব্যবস্থাপনা পরিচালক (এমডি)
এ নিয়ে জানতে চাইলে বাণিজ্যসচিব তপন কান্তি ঘোষ গত সোমবার প্রথম আলোকে বলেন, ‘২০২১ সালের ৩০ জুনের পরের টাকা গ্রাহকদের ফেরত দেওয়ার প্রক্রিয়ার সঙ্গে কয়েকটি পক্ষ জড়িত।
তবে তাঁদের টাকা ফেরত দিতে কেন্দ্রীয় ডিজিটাল ই–কমার্স সেল আন্তরিকতার সঙ্গেই কাজ করছে। আর কাজ করছে বলেই এ পর্যন্ত ৩৮২ কোটি টাকা ফেরত পেয়েছেন গ্রাহকেরা।’
বাণিজ্য মন্ত্রণালয় সূত্রে জানা গেছে, আলোচ্য ৩২টিসহ বাংলাদেশ ফাইন্যান্সিয়াল ইনটেলিজেন্স ইউনিট (বিএফআইইউ) ৫০টি ই–কমার্স প্রতিষ্ঠানের বিরুদ্ধে ওঠা অভিযোগ নিয়ে কাজ করছে। এর মধ্যে গত ১৩ জুলাই অনুষ্ঠিত এক বৈঠকে গ্রাহকদের সঙ্গে অভিযুক্ত প্রধান কয়েকটি ই–কমার্স প্রতিষ্ঠানের কাছে গ্রাহকদের পাওনা–সম্পর্কিত তথ্য উঠে এসেছে।
‘দেখা যাচ্ছে, অনেক ই–কমার্স প্রতিষ্ঠান এখনো গ্রাহকদের টাকা পরিশোধে অসহযোগিতা করছে। সরকার কঠোর থাকলে তারা তা করতে পারবে না। আর কারিগরি কোনো সমস্যা থাকলে সরকার প্রয়োজনে বিশেষজ্ঞদের নিয়োগ দিতে পারে। ডিজিটাল কমার্স সেল গ্রাহকদের টাকা পরিশোধের ব্যবস্থা করতে কতটা নিবেদিতপ্রাণ–সেটও দেখার বিষয়।’

ইভ্যালির গ্রাহকদের পাওনা অজানা
বাণিজ্য মন্ত্রণালয় বলেছে, ইভ্যালিতে গ্রাহকদের কত টাকা পাওনা তার সঠিক হিসাব তাদের কাছে নেই। তবে ২০২১ সালের ৩০ জুনের পর ইভ্যালিতে আটকে ছিল গ্রাহকদের ২৬ কোটি টাকা। এর মধ্যে মোবাইলে আর্থিক সেবাদাতা (এমএফএস) প্রতিষ্ঠান নগদে ১৮ কোটি, বিকাশে প্রায় ৫ কোটি এবং গেটওয়ে প্রতিষ্ঠান এসএসএলে ৩ কোটি টাকা ছিল।
নগদ থেকে ১ কোটি ৫ লাখ, বিকাশ থেকে ২ কোটি ২৮ লাখ পাওয়ার পাশাপাশি এসএসএল থেকেও টাকা পেয়েছে ইভ্যালি। প্রতিষ্ঠানটি সব মিলিয়ে ১০ কোটি টাকা ফেরত দিয়েছে গ্রাহকদের।
নগদের ব্যবস্থাপনা পরিচালক (এমডি) তানভীর আহমেদ গত মঙ্গলবার প্রথম আলোকে বলেন, ‘এ টাকা নিয়ে আমরা বিরক্ত। আসলে ইভ্যালির গ্রাহকদের যে টাকা আটকে আছে, তা ফেরত দেওয়ার যথাযথ জায়গা পাচ্ছি না।’
আলেশা মার্টের সম্পদ জব্দের নির্দেশ
বাণিজ্য মন্ত্রণালয় বলেছে, পুলিশের অপরাধ তদন্ত বিভাগের (সিআইডি) করা মানি লন্ডারিং–বিষয়ক এক মামলার শুনানির পর আলেশা মার্টের সব সম্পদ জব্দের নির্দেশনা জারি করা হয়েছে।
তবে আলেশা মার্টের চেয়ারম্যান মো. মঞ্জুর আলম শিকদার বাণিজ্য মন্ত্রণালয়কে জানিয়েছেন, গ্রাহকদের ৪২ কোটি ৪৩ লাখ টাকা আলেশা মার্ট হয়ে গেটওয়ে এসএসএলের কাছে ছিল। এর মধ্যে ৪০ কোটি টাকা ফেরত পেয়েছেন গ্রাহকেরা। বাকি ২ কোটি ৭০ লাখ টাকা ফেরত দিতে ১৫৯ জনের একটি তালিকা বাণিজ্য মন্ত্রণালয়ে এসেছে। বাংলাদেশ ব্যাংক মতামত দিয়েছে, এ টাকা ফেরত দেওয়া যেতে পারে।
বাণিজ্য মন্ত্রণালয়ের কাছে তথ্য রয়েছে, ২০২১ সালের ৩০ জুনের আগে আলেশা মার্টের কাছে ৮ হাজার ২৮৮ জন গ্রাহকের ১১৬ কোটি টাকা আটকে রয়েছে।
মামলা প্রত্যাহার করেছে নগদ
প্রতারণার মাধ্যমে দুই দিনে নগদের ৪৭ কোটি ৪৩ লাখ ১৮ হাজার ৯৬৩ টাকা হাতিয়ে নেয় সিরাজগঞ্জ শপ ডটকম, এমন অভিযোগে ২০২১ সালের অক্টোবরে প্রতিষ্ঠানটির মালিক জুয়েল রানার বিরুদ্ধে মামলা করে নগদ।
মামলায় নগদের অভিযোগ ছিল, ২০২১ সালের ৩০ ও ৩১ আগস্ট সিরাজগঞ্জ শপ থেকে বিভিন্ন নগদ হিসাবে গ্রাহকের টাকা ফেরত দেওয়ার জন্য একের পর এক ‘রিফান্ড রিকোয়েস্ট’ পাঠিয়ে এ টাকা হাতিয়ে নেওয়া হয়েছে। ঘটনা জানার পর সিরাজগঞ্জ শপে কয়েক হাজার হিসাবে লেনদেন বন্ধ করে দেয় নগদ। তবে অধিকাংশ টাকা যে সব হিসাবে গেছে, সেগুলো সিরাজগঞ্জ শপের মালিক জুয়েল রানা ও তাঁর স্বজনদের।
জানতে চাইলে নগদের এমডি তানভীর আহমেদ প্রথম আলোকে বলেন, ‘এ মামলা প্রত্যাহারের জন্য অনেক চাপ ছিল। তাই তা প্রত্যাহার করে নিয়েছি।’
এদিকে বাণিজ্য মন্ত্রণালয় সূত্রে জানা গেছে, জুয়েল রানার দাবি অনুযায়ী সিরাজগঞ্জ শপের কাছে ২ হাজার ৭০০ গ্রাহকের পাওনা ১৪ কোটি টাকা। যদিও গ্রাহকদের তালিকা মন্ত্রণালয়ে জমা দেয়নি সিরাজগঞ্জ শপ।
ধামাকার মানি লন্ডারিং ১১৬ কোটি
বাণিজ্য মন্ত্রণালয় বলেছে, ধামাকা শপিং হচ্ছে ইনভেরিয়েন্ট গ্রুপের একটি প্রতিষ্ঠান। এর এমডি জসিম উদ্দিন চিশতী জানিয়েছেন, তাঁর প্রতিষ্ঠানের বিরুদ্ধে ১১৬ কোটি টাকার মানি লন্ডারিংয়ের অভিযোগ আনা হয়েছে।
এই মামলার অন্য আসামিরা হলেন ইনভেরিয়েন্ট টেলিকম বাংলাদেশের ব্যবস্থাপনা পরিচালক জসীম উদ্দিন চিশতীর স্ত্রী সাইদা রোকসানা খানম, তিন ছেলে তাশফির রেদোয়ান চিশতী, নাজিমউদ্দীন আসিফ ও মাশফিক রেদোয়ান চিশতী এবং পরিচালক সাফওয়ান আহমেদ। এর বাইরে গ্রাহক ও মার্চেন্টদের পাওনা রয়েছে আরও ১০০ কোটি টাকা।
তবে ২০২১ সালের ৩০ জুনের পর প্রতিষ্ঠানটির কাছে গ্রাহকদের পাওনা দাঁড়ায় ১ কোটি ২৬ লাখ টাকা। গ্রাহকেরা ফেরত পেয়েছেন ৮৯ লাখ টাকা।
দালাল প্লাসের অসহযোগিতা
দালাল প্লাসের অন্যতম কর্ণধার আবু জুবায়ের হোসেন ওরফে রাব্বি বাণিজ্য মন্ত্রণালয়কে জানান, দেশে কোভিড শুরুর এক বছরের মাথায় ব্যবসা শুরু করে দালাল প্লাস। ২০২১ সালের ৩০ জুনের পর প্রতিষ্ঠানটির কাছে গ্রাহকদের পাওনা দাঁড়ায় ৩৩ কোটি টাকা।
এর মধ্যে পেমেন্ট গেটওয়ে এসএসএলের কাছে ৭ কোটি এবং সূর্যমুখী লিমিটেডের কাছে ২৬ কোটি টাকা আটকে ছিল। গ্রাহকেরা ফেরত পেয়েছেন ১৮ কোটি টাকা। এখনো গ্রাহকদের পাওনা রয়েছে ১৫ কোটি টাকা।
বাণিজ্য মন্ত্রণালয় বলছে, পেমেন্ট গেটওয়ে সূর্যমুখী লিমিটেডের কাছ থেকে দালাল প্লাসের কাছে ৪ হাজার ৩৮০ জন গ্রাহকের একটা তালিকা দেওয়া হয়েছে। কিন্তু প্রতিষ্ঠানটি টাকা ফেরত দিয়েছে ২ হাজার ৪২০ জনের। বাকি টাকা দালাল প্লাসের অসহযোগিতার কারণে ফেরত দেওয়া যাচ্ছে না।
কিউকম এখনো ৮১ কোটি টাকা দেয়নি
বাণিজ্য মন্ত্রণালয়ের হিসাব অনুযায়ী কিউকমের কাছে গ্রাহকদের পাওনা ছিল ৩৮৯ কোটি টাকা। এর পেমেন্ট গেটওয়ে প্রতিষ্ঠান ফস্টার করপোরেশন। মোট টাকা থেকে ৪৩ হাজার ৭২৬ জন গ্রাহককে ৩০৮ কোটি টাকা ফেরত দিয়েছে কিউকম। আরও বাকি আছে ৮১ কোটি টাকা।
কিউকম ও ফস্টারের দ্বন্দ্বের কারণেও গ্রাহকেরা টাকা পাচ্ছেন না বলে জানা গেছে। গত ২৫ মে কিউকমের এমডি রিপন মিয়া ই–মেইলে ফস্টার থেকে টাকা ফেরত আনতে বাণিজ্য মন্ত্রণালয়কে অনুরোধ জানান। এর ঠিক এক মাস পর গত ২৫ জুন ফস্টার বাণিজ্য মন্ত্রণালয়ে ওই সময়ের ৮২ কোটি টাকা ফেরত দিতে ২২ হাজার ৭২৪ জনের একটি তালিকা পাঠায়। কিউকমকেও দেওয়া হয় এ তালিকার লিঙ্ক।
অভিযুক্ত প্রতিষ্ঠান বেড়ে ৩৩টি
বাংলাদেশ ব্যাংক থেকে তথ্য নিয়ে বাণিজ্য মন্ত্রণালয় এখন অভিযুক্ত ৩৩টি প্রতিষ্ঠানের একটি তালিকা করেছে। এর মধ্যে ১৮টি প্রতিষ্ঠানই গ্রাহকদের টাকা ফেরত দেয়নি। যদিও কয়েকটি প্রতিষ্ঠানের ফেরত না দেওয়া টাকার পরিমাণ বেশি নয়।
টাকা ফেরত না দেওয়া প্রতিষ্ঠানগুলোর অন্যতম হচ্ছে নিডস, টোয়েন্টিফোর টিকেটি, ই–অরেঞ্জ, উইকুম, আকাশনীল, আমার বাজার, আস্থার প্রতীক, বাড়ির দোকান ডটকম, ইনফিনিটি মার্কেটিং, নিডল করপোরেশন, এয়ারমল, বগুড়া ইশপ, ফানাম ডট কম, লাকসুরা এন্টারপ্রাইজ, পল্লী স্টোর এবং ই নিডস।
জানতে চাইলে ঢাকা বিশ্ববিদ্যালয়ের ইন্টারন্যাশনাল বিজনেস বিভাগের অধ্যাপক সুবর্ণ বড়ুয়া প্রথম আলোকে বলেন, ‘দেখা যাচ্ছে, অনেক ই–কমার্স প্রতিষ্ঠান এখনো গ্রাহকদের টাকা পরিশোধে অসহযোগিতা করছে। সরকার কঠোর থাকলে তারা তা করতে পারবে না। আর কারিগরি কোনো সমস্যা থাকলে সরকার প্রয়োজনে বিশেষজ্ঞদের নিয়োগ দিতে পারে। ডিজিটাল কমার্স সেল গ্রাহকদের টাকা পরিশোধের ব্যবস্থা করতে কতটা নিবেদিতপ্রাণ–সেটও দেখার বিষয়।’ ২০২১ সালের ৩০ জুনের আগের গ্রাহকদের কি টাকা ফেরত পাওয়ার কোনো আশা থাকতে পারে না, এমন প্রশ্নের জবাবে সুবর্ণ বড়ুয়া বলেন, ‘আশা করাই যায়। কিন্তু আশা পূরণের সম্ভাবনা একেবারেই ক্ষীণ।’
