হুমকির মুখে বিশ্ব ব্যবস্থা, সতর্কবার্তা ব্রিটিশ-মার্কিন গোয়েন্দাপ্রধানদের
আন্তর্জাতিক বিশ্ব ব্যবস্থা ‘কোল্ড ওয়ারের পর এভাবে আগে কখনো হুমকির মুখে পড়েনি’ বলে যুক্তরাজ্য ও যুক্তরাষ্ট্রের বৈদেশিক গোয়েন্দা সংস্থার প্রধানরা সতর্ক করেছেন। এমআই৬ ও সিআইএর প্রধানরা আরো বলেছেন, উভয় দেশই ‘আগ্রাসী রাশিয়া ও ইউক্রেনে পুতিনের আগ্রাসী যুদ্ধের’ বিরুদ্ধে একসঙ্গে অবস্থান করছে।
প্রথমবারের মতো রিচার্ড মুর ও উইলিয়াম বার্নস যৌথভাবে ফিন্যানশিয়াল টাইমসে এক নিবন্ধে লিখেছেন, তারা ইউক্রেনে যুদ্ধ শুরুর বিষয়ে আগেই টের পেয়েছিলেন এবং আন্তর্জাতিক সম্প্রদায়কে সতর্ক করতে সক্ষম হয়েছিলেন, কিয়েভকে সহায়তা করতে আংশিকভাবে গোপন তথ্য প্রকাশের মাধ্যমে।
তারা আরো উল্লেখ করেছেন, ইউরোপজুড়ে রাশিয়ার বেপরোয়া নাশকতার প্রচারাভিযান ব্যাহত করা, ইসরায়েল-গাজা যুদ্ধের উত্তেজনা হ্রাসের জন্য প্রচেষ্টা এবং ইসলামিক স্টেটের (আইএস) পুনরুত্থানকে প্রতিরোধে সন্ত্রাসবিরোধী কর্মকাণ্ড চালানো হচ্ছে।
এ ছাড়া নিবন্ধে তারা লিখেছেন, ‘আন্তর্জাতিক বিশ্ব ব্যবস্থা, যা আপেক্ষিক শান্তি ও স্থিতিশীলতা বজায় রেখেছে এবং জীবনযাত্রার মান উন্নয়ন, সুযোগ ও সমৃদ্ধি নিশ্চিত করেছে, তা এমনভাবে হুমকির মুখে রয়েছে, যা আমরা কোল্ড ওয়ারের পর থেকে দেখিনি।’ একই সঙ্গে তারা লিখেছেন, এই ঝুঁকি সফলভাবে মোকাবেলা করা যুক্তরাজ্য ও যুক্তরাষ্ট্রের বিশেষ সম্পর্কের ভিত্তি।
উভয় দেশের মুখোমুখি থাকা ‘অভূতপূর্ব হুমকির’ মধ্যে অন্যতম হলো ইউক্রেনের যুদ্ধ। ২০২২ সালের ফেব্রুয়ারিতে দেশটিতে রাশিয়ার আক্রমণের পর এ যুদ্ধ তৃতীয় বছরে প্রবেশ করেছে।
রিচার্ড ও বার্নস বলেছেন, ইউক্রেনকে সমর্থন করা এখন আগের যেকোনো সময়ের চেয়ে বেশি গুরুত্বপূর্ণ এবং রুশ প্রেসিডেন্ট ভ্লাদিমির পুতিন সফল হবেন না। যুদ্ধ দেখিয়েছে কিভাবে প্রযুক্তি যুদ্ধের গতি পরিবর্তন করতে পারে। একই সঙ্গে এ যুদ্ধ ‘মানিয়ে নেওয়া, পরীক্ষা ও উদ্ভাবনের’ প্রয়োজনীয়তা তুলে ধরেছে।
তারা আরো লিখেছেন, ‘ইউক্রেনের বাইরেও আমরা রাশিয়ার গোয়েন্দা সংস্থার বেপরোয়া নাশকতার প্রচারাভিযানকে ব্যাহত করার জন্য একসঙ্গে কাজ চালিয়ে যাচ্ছি এবং আমাদের মধ্যে বিভেদ সৃষ্টির উদ্দেশ্যে মিথ্যা ও বিভ্রান্তি ছড়াতে প্রযুক্তির নির্দয় ব্যবহারকে প্রতিহত করছি।’
এই দুই গোয়েন্দাপ্রধান লন্ডনের কেনউড হাউসে এফটি উইকেন্ড ফেস্টিভালে শনিবার প্রথমবারের মতো একসঙ্গে প্রকাশ্যে বক্তব্যও দেন। বার্নস উপস্থিতদের জানান, তিনি পুতিনের ক্ষমতা দুর্বল হওয়ার কোনো প্রমাণ দেখেননি। একই সঙ্গে রিচার্ড জানান, কখনোই একটি শক্তিশালী দখলকে স্থিতিশীল দখল হিসেবে গুলিয়ে ফেলবেন না।
এ ছাড়া এমআই৬ প্রধান বলেন, রাশিয়ার গোয়েন্দা সংস্থাগুলো নাশকতার জন্য অপরাধী গোষ্ঠীগুলোর ওপর নির্ভর করছে, যা ‘তাদের কিছুটা হতাশা’ প্রকাশ করে।

তারা তাদের সেবাগুলোকে ‘এই অগ্রাধিকারের প্রতিফলন ঘটাতে’ পুনর্গঠিত করেছে। একই সঙ্গে তারা জানিয়েছেন, মধ্যপ্রাচ্যে উত্তেজনা হ্রাসের জন্য ‘কঠোর’ প্রচেষ্টা চালিয়ে যাচ্ছেন তারা এবং যুদ্ধবিরতি ও বন্দি বিনিময় চুক্তি নিশ্চিত করার জন্য ‘অবিরাম’ কাজ করছেন।
বার্নস গাজায় যুদ্ধবিরতির প্রচেষ্টার কেন্দ্রবিন্দুতে রয়েছেন। তিনি এদিন ইঙ্গিত দেন, আগামী কয়েক দিনের মধ্যে আরো বিশদ প্রস্তাব আসতে পারে। তিনি বলেন, ‘এটি শেষ পর্যন্ত রাজনৈতিক ইচ্ছার প্রশ্ন।’ উভয় পক্ষের নেতারা চুক্তি করবেন বলে তিনি ‘গভীরভাবে’ আশা প্রকাশ করেন।
